Canada Introduces 2025 Study Permit Allocations: What You Need to Know
Canada has announced the 2025 provincial and territorial allocations under its international student cap.
Immigration, Refugees, and Citizenship Canada (IRCC) introduced a study permit cap in 2024, which continues in 2025 with key adjustments aimed at maintaining quality while ensuring opportunities for international students.
What’s New for 2025?
A Reduced Study Permit Target:
Canada plans to issue 437,000 study permits in 2025, a 10% reduction from the 2024 cap. This adjustment addresses housing shortages and ensures that provinces can adequately support incoming students.
Expanded Attestation Requirements:
Applicants now need to submit a Provincial or Territorial Attestation Letter (PAL/TAL) and other documents. This change includes master’s and doctoral students, as well as many applicants applying from within Canada. To support this, IRCC has allocated specific spaces for graduate students.
Exemptions for Key Groups
Certain groups remain exempt from the PAL/TAL requirement, including:
- Exchange students
- Primary and secondary (K-12) students
- Priority groups supported by the Government of Canada
- Vulnerable populations
- Current study permit holders applying for an extension at the same designated learning institution (DLI) and level of study
